BIDDING RULES FOR 1999 NCRSA MEETS

1. The Club writes NCRSA of their intention to host a meet.
2. Host Club Team should be ready to supply volunteers / manpower to 
   run the meet.
3. Pool site should be at least 8 lanes with enough room to accomodate at 
   least 300 swimmers and parents comportably.
4. The Host club should be able to pay for the meet officials and provide 
   them with food during the meet.
5. The Host Club shall be allowed to collect all entry fees, but shall
   donate to NCRSA 10% of the entry fees as NCRSA Administrative fees.
   NCRSA shall continue to computerize the meets and mobilize meet officials
   upon request.
6. All Host Clubs who take care of the publication / sales of meet programs
   should also be ready to provide each participating team one set 
   of results for their file within 3 days after the meet.

PSC on PASA: ' No misuse of funds'

The Philippine Amateur Swimming Association has been given a clean bill by the Philippine
Sports Commission. In a recent memorandum to Demetrio Ignacio Jr., acting head of the Presidential Management Staff, PSC chairman Phillip Ella Juico dismissed the claims of disgruntled swimming parents that the PASA has "misuse" PSC financial assistance.
Juico clarified point-by-point the issues raised by the carping parents and absolved the
PASA, particularly the association's secretary general, Renaldo Tang, of any wrongdoing.
Juico explained in detail the arrangements and financial assistance extended to PASA for the
trips to Brunei and Kaoshung of age group swimmers last year.
He disproved allegations that PASA misused or misappropriated funds for the purpose,
taking care to cite official figures that accounted for every centavo of PSC assistance the swimming associations.extended to
Earlier, Tang belied the same recycled charges in a letter to Philippine Olympic Committee
president Cristy Ramos Jalasco. Tang emphasized that all monies received from PSC by have been properly liquidated and excess funds returned to the PSC. This was acknowledge by Juico. Tang also informed Jalasco of the "minor miracles PASA has done for the sport of swimming.PASA
" Since Fr. Raymond T. Holscher, S.J., became PASA treasurer, he has not received single
centavo from the previous administration," Tang said. "In short, the immediate past PASA treasurer, Mrs. Ruth Lim, did not turn ant funds to Father Holscher. Without doubt, the PASA did not have any money in it's coffer. I have been picking up the tab everytime the PASA executive committee meets."
Tang stressed that all PASA officials "serve on voluntary basis."We do not receive any
salary and we sacrifices a lot of time just to serve PASA and pursue it's goal," Tang said.
He noted that "writers of the letter complaint belong to a small group of swimming
community which is actually composed of thousands of swimmer and hundreds of swimming parents from all over the country.
Tang said PASA critics have been at it for almost a decade now " simply because they want
PASA to be run the way these (few griping parents) want it manage." In inclusion, Tang the PMS and the POC that the PASA has the full thrust, confidence and support of the International Swimming Federation (FINA).
He said FINA president Mustapha Larfaoui of Algeria is coming to Manila in June as guest
of honor at the opening of the 22nd Southeast Asian Age-Group Swimming Championship
in Bacolod City.
 

Legarda Rips RP Mark

(April 22, 1998- Bacolod City)Natasha Legarda swam the 400 meter freestyle in 4:35.23 to sink the eight year old Philippine record of 4:36.52 set by Thompson during her training in the United States. The 15 year old incoming senior at Kotska, who also pitched in posting a new meet record in the secondary girl's 4x100 relay, served as the inspiration of the National Capital Region tankers who, on Monday night in the 1998 Palarong Pambansa, pulled of a titanic-sized performance on the pool inside the Negros Occidental Sports Recreation Park here.

Ivan Grabador reset the elementary boys 100m backstroke and 200m freestyle meet records on his way to 2 golds as NCR went on to claim 11 of 16 golds, nine of them in record fashion, at stake on Day 1 of this 16-region meet meet dubbed as the Centennial Games.

Grabador, 12, logged 1:07.56 and 2:13.72 in the said events while his teammates who entered the new Palaro record were Lucia Dacanay in the elementary girl's 100 backstroke (1:14.33), Carlos Carballo in the men's 200m freestyle (2:12.58), Marjorie Pulumbarit in the women's 200 freestyle (2:20.15) and Mischelle Nisce in the elementary girls 200 freestyle (2:22.53).

Legarda teamed with Althea Lim, Jenny Guerrero and G. Fulido in the 4x100 relay (4:40.60) while Bernard Dato, Raphael Chua, Rufino Manotoc and Miguel Mendoza wiped out the secondary boy's 4x100 medley relay mark in 4:11.88.

The other gold medallist for NCR were Malix Laurel in the men 200m breastroke and Jenny Dayrit in the woman's backstroke.
